Discussion draft only: This page asks the local radio community to review possible wording for a future courtesy notice. Proposed Community Courtesy Notice

Draft for discussion — not an FCC document

What this proposal is—and is not—about

This is not a claim that businesses are prohibited from using GMRS. FCC rules permit properly authorized GMRS operators to communicate about personal or business activities. The concern is narrower: transmissions entering the Wichita 725 repeater input without authorization, without required repeater permission, with noncompliant equipment or programming, or in a way that interferes with repeater users.

A future courtesy notice should be delivered only where monitoring and direction-finding provide a reasonable basis to associate the transmissions with a particular location. The FCC—not this website or a local group—determines whether a rule violation occurred.

To whom it may concern:

Radio monitoring and direction-finding indicate that transmissions on or near 467.725 MHz may be originating from radios used at or near this location. That frequency is the input to a Wichita-area GMRS repeater operating with an output on 462.725 MHz. Transmissions on the repeater input can activate or interfere with repeater communications over a much larger area.

This notice is being provided only as a request to review the equipment, licenses, programming, and repeater authorization involved and to correct any problem voluntarily. It does not declare that a violation has occurred.

Requested voluntary action

  • Determine whether any radio at this location is programmed to transmit on 467.725 MHz.
  • Confirm that each operator is authorized under an applicable GMRS license.
  • Confirm that permission has been granted to use the Wichita 725 repeater.
  • Confirm that the radios are compliant with the service in which they are being used and are programmed for lawful channels and operating modes.
  • If authorization or permission is absent, disable the repeater-input channel or repeater-offset programming and stop transmissions that activate or interfere with the repeater.

Important clarification

GMRS may be used for two-way plain-language communications concerning personal or business activities. However, a valid individual GMRS license is normally required, an individual license generally covers the licensee and specified immediate family members—not unrelated employees—and a repeater owner may limit use of the repeater to specific people. FRS radios may operate without an individual license only within the applicable FRS equipment and operating limitations; FRS does not authorize transmitting on the 467.725 MHz GMRS repeater input.

Applicable GMRS rules

The following federal rules are provided for reference. The linked eCFR pages contain the current regulatory text.

If the interference continues

If transmissions continue, dates, times, frequencies, signal observations, recordings, and direction-finding results may be documented and provided to the repeater operator or FCC for review. Only the FCC can determine whether enforcement action is appropriate.
